The parliamentary act that specifies how the British Empire will deal with supernatural creatures in all territories. Under this act all agreements between the East India Company and undead of conflicting nationalities are standardized. This includes an agreement that makes the rakshasas of India into tax collectors.

In Prudence, Her Majesty's Supernatural Acceptance Decree (SAD) is the document Prudence uses to find peace between the British Empire and the Vanaras. The Rakshasa benefitted by being the only supernaturals to have signed the decree with the East India Company. Since the Rakshasa and Vanaras are enemies, that turned the Vanaras against the British Empire. Prudence managed to bring the Vanaras in under the SAD by forming an alliance between them and the Shadow Council.
